The Conference on the problem of Jewish refugees was held in Evian, France, on the shore of Lake Geneva, in July 1938. Franklin D. Roosevelt proposed this international conference in the wake of Germany's annexation of Austria in March 1938, which substantially exacerbated the refugee problem. The author was 11 when the Nazis came to power in 1933. He survived 5 years attending a government-run Nazi high school as a Jew, then was a refugee in Switzerland, Lisbon, the Dominican Republic, and the U.S. He lives in Pembroke Pines, Fla.
